1. Purpose
Black Swan: War Impact Map is an independent open-source information visualisation project published
by GY Signal Studio.
Its purpose is to organise publicly reported information concerning how Russia’s war affects Russia
itself and related geographic areas.
The project is intended to make dispersed public reporting easier to explore through a map-based
interface.
2. Types of Sources
Black Swan may use or reference:
official statements issued by governments or public authorities;
statements by military or security institutions;
established international, national, regional, or local media;
investigative journalism;
publicly accessible databases;
satellite-imagery reporting;
company disclosures;
court or procurement records;
public social-media posts;
open-source research;
encyclopaedic and reference resources;
sanctions and economic data;
other publicly accessible materials.
The presence of a source does not mean that GY Signal Studio endorses the source’s broader editorial
position.
3. Source Attribution
Entries should, where reasonably available, include:
source name;
source link;
publication date;
event date;
access or retrieval date;
brief original summary;
relevant qualification or uncertainty.
Where a report relies on an official claim, the entry should attribute the claim to the issuing
organisation.
Preferred wording:
“The General Staff of Ukraine reported that the facility was struck.”
Avoided wording, unless independently established:
“The facility was destroyed.”
An official statement confirms that the organisation made the statement. It does not automatically
establish that every detail of the underlying event has been independently verified.
4. Verification Levels
Black Swan may use editorial statuses such as:
Reported
The event or claim has been published by at least one identifiable public source.
Corroborated
Material aspects of the event are supported by multiple reasonably independent sources, credible visual
evidence, official confirmation, or another meaningful form of corroboration.
Disputed
Material details are challenged by credible sources or materially inconsistent accounts exist.
Corrected
Previously displayed information has been materially amended following new evidence or identification
of an error .
Unconfirmed
The information is relevant but lacks sufficient independent confirmation.
Status labels are editorial tools and do not represent legal or scientific certainty.
5. Inclusion Criteria
An event may be included when:
it falls within the geographic and thematic scope of the App;
an identifiable public source exists;
the report has sufficient informational value;
publication would not create an unreasonable privacy or safety risk;
the information can be summarised without unlawfully copying protected material.
Inclusion means that the matter was publicly reported. It does not mean that GY Signal Studio
independently verified every detail.
6. Geographic Accuracy
Coordinates may represent:
an exact publicly known location;
the approximate centre of a city or municipality;
a general industrial area;
a broader administrative region;
a deliberately generalised location.
Locations may be approximate because of:
incomplete reporting;
conflicting source descriptions;
safety considerations;
protection of individuals;
lack of independently verifiable coordinates;
changes in administrative boundaries.
The App must not be treated as a precision-navigation or targeting tool.
7. Dates and Times
Dates may refer to:
the date an event occurred;
the date it was first publicly reported;
the date an official statement was issued;
an approximate period where the exact date is uncertain.
Where sources disagree, the App may display an approximate date or note the discrepancy.
8. Casualties and Damage Estimates
Casualty figures, financial losses, production losses, infrastructure damage, and other quantitative
estimates are especially vulnerable to:
incomplete access;
propaganda;
delayed reporting;
inconsistent definitions;
double counting;
later revisions.
Where practical, figures should be attributed to the source and described as estimates rather than
established facts.
9. Economic and Regional Data
Regional economic indicators may include:
budget deficit or surplus;
public debt;
changes in public debt;
tax revenues;
industrial output;
fuel shortages;
credit stress;
bankruptcies;
labour-market pressure;
sanctions exposure;
infrastructure disruption.
Different sources may use different accounting periods, definitions, currencies, reporting dates, and
revision methods.
Comparisons should identify the relevant period and unit wherever possible.
10. Wikipedia and Reference Sources
Wikipedia and similar reference resources may be used to:
identify relevant events;
locate source material;
understand chronology;
obtain introductory context.
Where practical, Black Swan should follow the underlying citations and cite the original source rather
than relying solely on Wikipedia.
Text from Wikipedia or other licensed sources must not be copied without complying with the
applicable licence and attribution requirements.
11. Copyright Approach
Black Swan aims to provide:
original short summaries;
factual descriptions;
limited quotations only where necessary;
links to the original publication;
proper attribution.
The App does not aim to reproduce full news articles or substitute for the original source.
Photographs, videos, logos, maps, and other protected materials should be used only where
permission, licence, public-domain status, or another lawful basis exists.
12. Editorial Independence
GY Signal Studio independently determines:
which events to include;
how events are categorised;
how sources are described;
which claims require qualification;
whether a correction is appropriate;
whether an entry presents an unreasonable safety or privacy risk.
No external organisation is entitled to control inclusion merely because it is linked, cited, criticised, or
referenced.
13. Corrections Policy
Credible error reports are reviewed as resources permit.
Possible actions include:
correcting factual wording;
changing a date;
adjusting a location;
replacing a broken source;
adding a competing account;
changing verification status;
removing unsupported information;
noting that a prior version was corrected.
Correction requests should be sent to:

The message should identify:
the relevant map entry;
the disputed statement;
supporting evidence;
the requested correction.
14. Privacy and Safety Considerations
Black Swan should avoid publishing unnecessary personal information about private individuals.
The App should not intentionally publish:
private addresses of individuals;
private contact details;
personal identity documents;
information that would unnecessarily expose a private person to harm;
non-public sensitive personal data.
Public-interest reporting concerning public officials, company representatives, military officials, or
publicly identified individuals may be included where lawful and relevant.
15. No Guarantee of Completeness
Black Swan cannot include every relevant event or source.
Absence from the map does not mean:
an event did not occur;
a region was unaffected;
a claim is false;
an incident was insignificant.
The database reflects available editorial resources, source availability, and the project’s defined scope.
